Yep, seems pretty believable to me.

Jennings' player manager is Isaac Moses, and the Chooks recruitment manager is Peter O'Sullivan.
Seeing as both of those scum were named, shamed and not punished for instigating the biggest salary cap rort in sporting history, and the national salary cap auditor is a lifetime Roosters member, it's not hard to see how the club have fit him under the 'cap'.
