Can someone tell me how the two VIC U20 players (Kelma Tuilagi for Easts & Tino Fa'asuamaleaui for Falcons) could play for each side?

I'm guessing they each have a registration with a senior side and it's split a la the fg squad.

the club is split in 2 I was told at the start of last yr

any QLders NSW player are Falcons
any vic player or NZer is a Tiger

not sure if that still is how its done but its possibly still true as Kelma is Victorian not sure where Tino is from

Are they still playing Rugby League in the Q Cup? As in, has the idiotic penalty not-picking hasn’t been a factor in the comp?
