Similar to the Brown tackle on Wing - it was a cheap shot, but technically not illegal.  Witt hadn't put a hand on Billy whilst on the ground so technically the tackle wasn't complete.  Having said that, play had been stopped, but you'd have to question whether that was known by the players involved.

When I watched the replay yesterday I noticed that from the camera at the end of the ground it looks like Billy was looking back up the field where the ref was clearly standing with his arms raised. So its possible Billy was in no hurry to stand up as he knew play had been stopped and he would not have been expecting the tackle.  :icon_frown:
