Stars head to country
Its hard for the Storm, at the moment if they had their own Premier League side, they would have to put up with passing the requirements of the NSWRL, and would have to fund most of the other clubs to send their junior teams down to play the Storm, like the Cowboys did when they where in the NSWRL.
Really for the Storm, it is far cheaper and easier to just allign themselves with the Bears. After all, then the Bears have to look after all the little details like getting the players, sorting out trainings, where they live and so on, and the Storm can take and add as they need to, at a far cheaper cost.
That said the Storm aren't anti their own junior team. They really are one of the pushing clubs for the National U/21 competition, and look they have started offering scholarships to Victorians.

I'd say that makes Rugby League in Victoria officially a lima lima lima duck joke.Several of Melbourne Storm's biggest stars will be on hand to assist the Brisbane Norths Devils with their annual sign-on day.
Billy Slater, Cameron Smith, Jake Webster and Cooper Cronk will appear at nine different junior clubs throughout the course of the day, helping encourage children to sign up and become a part of the Norths Devils junior network.
Norths Devils are hoping the presence of the players will attract even more children to their junior clubs. The nine junior clubs have a combined total of approximately two thousand children at present.
The Storm stars will sign autographs and have photos with the children as well as chat to anyone who attends the day.
Date: Sunday, February 5
Players involved: Billy Slater, Cooper Cronk, Jake Webster and Cameron Smith.
Valleys - Billy Slater and Cam Smith, 9.00am – 9.30am
Brothers - Billy Slater and Cam Smith, 9.30am – 10.00am
St Josephs - Billy Slater and Cam Smith, 10.30am – 11.00am
Norths - Billy Slater and Cam Smith, 11.15am – 11.45am
