Much like the initial investigation into Parra, it is clear that Manly aren't co-operating with the NRL in the slightest.
The NRL will have to prove their case without an inside informant which, unfortunately, the NRL aren't very good at. They have proven themselves incompetent in investigating salary cap breaches without being spoon fed information.
Manly's response to the breaches is no shock. Dodgy to the core.

Joe Kelly, former Sea Eagles CEO during cap rorts, now Roosters CEO, has been suspended for 9 months. The Roosters are considering a legal challenge to the suspension.
Hearing a ~$1M fine for the scumbag of a club. No points lost as the rorts relate to previous years and they are now 'cap compliant'.
At the very least, they should have their cap reduced for this year and potentially subsequent years.

Chief operating officer Neil Bare and former chief executive Joe Kelly - now with the Sydney Roosters - have had their registrations with the NRL suspended for 12 months.
Manly will be forced to play with $330,000 stripped from their cap for each of the next two seasons.
The NRL claims it found instances where a total of 13 players were promised a combined $1.5 million in payments outside the cap, usually through a third-party system."

So does that mean the Roosters are now going to be audited. With the ex Manly CEO in charge and the fact O'Sullivan the man named as being the one who did the contacts for Storm during our salary cap dramas, was at the Roosters for many years and also the fact they have a signed a number of big name players on big contacts over the last few years, questions needed to be asked
