Scott was suspended purely for the injury caused. A guy fronting him, literally begging him for a fight.

Of course the effectiveness of the punch is a factor - I don't think he actually landed one, that's why he got charged with 'fighting' not striking.
It's also why there's grading levels - with the force of the punch a big factor in that.

If you throw a punch, you're trying to hurt another person outside the rules of the game. Doesn't matter if you break his eye socket or brush his moustache, the intent to cause injury to another player means you should spend some time off.
